South Dakota Tobacco Control Program

challenge

The South Dakota Tobacco Control Program (TCP) funds organizations throughout the state to work on community-level, evidence-based commercial tobacco control initiatives. These grantees represent a variety of organizations with different levels of experience in tobacco control and community engagement. Emory Centers was engaged to develop and implement a mixed-method training plan to increase grantee capacity to make impactful change in their communities.

The Solution

A Customized Grantee Trainee Plan

Emory Centers-TTAC conducts annual learning needs assessments, and uses the data to build a customized grantee training plan consisting of a webinar series and an in-person training Institute. Learning plan implementation includes securing appropriate subject matter expert presenters, developing session learning objectives, making recommendations for enhancing learning through interaction, communications, webinar hosting and tech support, and evaluation of each training session. In 2020, the Emory Centers-TTAC reimagined the Institute to be delivered virtually due to the COVID-19 pandemic. We adeptly managed adapting all aspects of the Institute, including revising the agenda, virtual platforms coaching, enhanced communications, and updating networking and engagement activities fitting for a virtual platform.

impact and results

The web-based and in-person trainings are well-received by grantees, who appreciate hearing from experts and ideas access to a dedicated space for collaborating with peers. The virtual 2020 Institute was particularly well-received due to presenters’ expertise, audience engagement strategies, and participants’ ability to select sessions most relevant to their work. Over time, grantees have made progress on their action plans; for example, performing environmental scans, educating stakeholders about the harms of commercial tobacco products, and passing or strengthening local commercial tobacco control policies.
